    The “No Surprises Act,” as passed by Congress, held patients harmless and created an equitable provider-insurer independent dispute resolution process. But the interim final rules ignored the law’s intent that a qualified payment amount be among equally weighted factors considered in these disputes. Efforts are ongoing to fix them.
