ACR Raises Concerns About OMB’s Federal Grant Rule Proposal

ACR^® submitted comments on a proposed rule from the White House Office of Management and Budget, the Regulation for Federal Financial Assistance, that would revise the federal government's guidance for grants and cooperative agreements. The proposal represents a major update to the framework that governs how federal agencies award and manage research funding.

In its comments, ACR warned that the proposed changes could have serious consequences for radiology and radiation oncology research. The College explained how the proposed rule could significantly change how federal agencies review, award, manage and terminate research grants and cooperative agreements. ACR also expressed concern that oversight of research investments could shift from experts at federal agencies to political appointees, whose priorities may change over time.

ACR noted that the proposal could weaken peer review processes that help ensure research proposals receive fair and rigorous evaluation. The College also said new compliance requirements could increase administrative burdens, uncertainty and financial risk for researchers and institutions.

The College further cautioned that the proposal could undermine the U.S. position as a global leader in scientific research. If new restrictions are imposed on researchers, some may move their work to other countries or leave research altogether. ACR warned that losing scientific talent, infrastructure and global competitiveness could take decades to rebuild and may have a chilling effect on U.S. research and innovation.
